Road-rail MEWP: which models, hire or purchase, what rules?
A road-rail MEWP is a mobile elevating work platform that travels on road then on railway track using a rail device. Published models range from roughly 10.5 m to 14 m working height, with 5.7 m to 9.3 m outreach (Platform Basket RR11T and RR14 EVO3-FR, SKYRAILER 120RR available for hire). Whether hired or purchased, it must have a VGP less than 6 months old (ministerial order of 1 March 2004, art. 23), a site suitability assessment and an operator holding CACES R.486 and an authorisation to operate.
Prepare a road-rail MEWP by distinguishing the machine, its configuration, work at height, documents, inspections and job conditions.
Overview
A work platform, a carrier and a rail environment
The MEWP, or mobile elevating work platform when it falls into that category, creates a temporary work position at height. The road-rail version adds a rail capability to the carrier or the assembly. This feature removes none of the usual questions linked to work at height: stability, working envelope, access to the position, number of people, load, rescue and environment all still need to be qualified.
The word "MEWP" covers different designs. The group, the type, the boom movement, the carrier, the controls, the rail equipment and the fitted options all influence how it is used. The fleet record must therefore identify the model and its actual configuration, then attach the documents that describe its capabilities and limits.
Lifting function
Platform, controls, movements, capacity and operating conditions described by the applicable documentation.
Carrier and rail mode
Chassis, travel, rail setting, rail components and restrictions specific to the version being tracked.
Work area
Access, obstacles, electrical installations, shared activity, ambient conditions and rescue arrangements.
Height alone does not qualify the need
Two jobs at the same height may require different envelopes, outreaches, positions, access and prevention measures. Selection must start from the work to be done and its environment.

The figures below come from official manufacturer, distributor and hire company spec sheets (recorded on 2 October 2026). They allow order-of-magnitude comparisons; they do not replace the datasheet of the machine you hire or buy.

Neotec, a French manufacturer, also presents a range of road-rail MEWPs on its site (SKY D14, SKY C14, SKY C14 MG, SKY C10, SKY 150e, the latter fully electric for workshops and enclosed sites) and lightweight road-rail machines in the ELAN range (neotec-france.com). Detailed datasheets should be requested from the manufacturer.
Other data to compare
- Weight: 2,900 kg for the RR11T, 13,500 kg for the standard RR14 EVO3-FR (PBF datasheets). Weight affects transport, rail setting and access.
- Allowed cant: 180 mm for the RR11T, 200 mm for the RR14 EVO3-FR. Beyond that, the machine is not designed to work.
- Stowed height: the RR14 EVO3-FR states 2.80 m in road position and 3.10 m in rail position, useful for clearances, tunnels and workshops.
- Gauge: the MEWP hired from Salti is listed for standard gauge (1,435 mm), with tramway wheels available as an option.
Height and outreach
Working height and outreach: how to read a road-rail MEWP spec sheet
Three figures decide whether a road-rail MEWP suits the planned work:
- Working height: the height at which a person in the basket can work. It is greater than the basket floor height, by roughly an operator's height.
- Outreach (or horizontal reach): the horizontal distance the basket can reach sideways. On track, this is often the figure that matters most, to reach a post, a catenary or a platform without moving the machine.
- Basket capacity: the total weight of people, tools and equipment on board. 230 kg corresponds to two people on the RR11T; 400 kg on the RR14 EVO3-FR.
Watch out for the two columns on the same spec sheet: the "static" values (machine stopped and chocked) are greater than the "dynamic" values (moving along the track with the basket raised). On the RR14 EVO3-FR, outreach drops from 9.30 m stationary to 6.30 m travelling. Choose the MEWP based on the actual site situation.

Before using a hired MEWP, Prévention BTP (the French construction prevention body) lists the points to check: the MEWP matches the task; the suitability assessment has been carried out; the six-monthly VGP is up to date and any reservations cleared; the maintenance logbook, manual and latest inspection report are on board; the operator is trained and authorised; the MEWP works correctly. Training
Training and authorisations to operate a road-rail MEWP
- CACES R.486: this is the recommendation covering mobile elevating work platforms (MEWPs). Category A covers vertical-lift MEWPs, category B multidirectional-lift MEWPs (INRS, CACES categories). Salti lists "R486 Cat B" for its road-rail MEWP.
- Authorisation to operate: issued by the employer; it takes into account, among other things, the employee's medical fitness and a check of their knowledge and skills (INRS, authorisation to operate).
- Network rules: the infrastructure manager or client may require training or qualifications specific to rail work. Ask for the list before the job; it cannot be inferred from the CACES alone.

Job analysis
Document the match between the MEWP and the job
INRS points out that choosing a MEWP depends on the nature of the work and the ability to position the carrier. On a railway right-of-way, this reasoning must factor in the site's additional constraints: geometry, clearances, obstacles, the movement of other equipment and nearby installations. This guide sets out no safety distance or electrical procedure; those rules fall to the competent documents and parties.
The job file must be precise enough to allow a review before assignment. A description such as "night-time catenary job" does not say where the work point is, what envelope is needed, how the machine will be positioned or what rescue resources are planned. The schedule reserves a time slot; it is not the job analysis.

Data
Keep specifications, events and documents at the right level
Some information concerns the whole machine; other information belongs to a sub-assembly or a removable attachment. A reservation on the lifting device, a job on the carrier and an inspection of a rail component should not become three undifferentiated comments. The record becomes clearer when each event points to the relevant element while remaining visible in the overall history.
The frequency of an inspection must not be inferred from the term "road-rail MEWP" alone. Where a MEWP falls under lifting appliances powered by a source other than human effort, used to carry people or raise a work position, article 23 of the French ministerial order of 1 March 2004 (arrêté du 1er mars 2004) sets a periodic general inspection every six months. This rule does not automatically qualify the other rail components, checks specific to a configuration, or commissioning and recommissioning inspections. The record keeps each rule applied, its source and the reports; competent people determine its applicability.
Working checklist

A status does not sum up safety
A deadline tracked in software establishes neither fitness for a task, nor the physical condition of the equipment, nor compliance with work-at-height conditions.
Before departure
Moving from a fleet booking to a prepared job
Preparation links several roles: the requester describes the need, the fleet manager proposes a machine, operational managers validate the organisation and the field team applies the planned checks. Making these steps visible reduces the risk that critical information stays in an email or that an assignment is read as a full authorisation.
- Describe the area to reach: qualify the work point, access, expected movements and known constraints.
- Choose a candidate configuration: compare the need against the documented specifications and restrictions of the exact model.
- Check the file: gather the documents, reports, reservations, maintenance and instructions expected by the organisation.
- Prepare people and rescue: confirm roles, competencies, communication means and arrangements planned in case of emergency.
- Record the starting condition: apply the planned check, report any deviation and explicitly assign the decision that follows.
- Close the job: reconcile findings, events, return condition and actions before making the MEWP available again.
Responsibility does not transfer to the software

Road-rail MEWP vs standard MEWP
Road-rail MEWP: what changes compared with a standard MEWP
A road-rail MEWP remains a MEWP: it has the same platform, controls, boom movements and rules for work at height. What changes is the carrier and where it works. The carrier (often a truck or a self-propelled chassis) is fitted with rail equipment to set onto track and travel on rail, and the work area is a railway right-of-way, with its own access rules.
